Washington, DC – This week marked the official confirmation of the Republican Party winning control of the United States Senate and maintaining leadership over the House of Representatives after the last outstanding races were called. This positions the party and President-elect Donald Trump in a strong position as they head into January with a “trifecta”, controlling the presidency and both chambers of Congress. Experts believe this trifecta could lead to significant changes with long-term consequences.
Todd Belt, a professor at George Washington University’s Graduate School of Political Management, stated that the level of opportunity for Trump is high with this trifecta. Unlike the post-2016 election period when party discord hindered Trump’s agenda, Republicans are now firmly united behind him. With a conservative supermajority in the Supreme Court and recent rulings granting broad immunity to presidents, Trump’s power is expected to be very strong.
Although Trump has long desired more power in the executive branch, the US Constitution sets limits on what each branch of government can do. Trump will have the authority to impose tariffs, change immigration enforcement, and make significant changes to federal agencies and workers without congressional approval. However, certain parts of his agenda will require congressional support.
While a Republican trifecta seems like a great opportunity for Trump, the party’s slim majorities in Congress could pose challenges. Elaine Kamarck of the Brookings Institution noted that extreme policy proposals could alienate some Republicans and prevent bills from passing. Despite calls for party cohesion, there may still be obstacles within the Republican Party that could hinder governance.
