The roots of this complex conflict can be traced back to one man – Sultani Makenga, the leader of the M23 group. Born in 1973 in Masisi, Congo, Makenga joined a Tutsi rebel group in Rwanda at a young age. He played a significant role in the Rwandan Patriotic Front’s fight against the Hutu-dominated government during the 1994 genocide. Makenga’s military career saw him rise through the ranks, eventually leading to his involvement in conflicts in DR Congo. Despite facing challenges and imprisonment, Makenga remained dedicated to his cause. He was later integrated into the Congolese armed forces but eventually defected to join the M23 rebellion. Under Makenga’s leadership, the M23 rebels captured the city of Goma in 2012, sparking accusations of Rwandan support.
