After more than two years of conflict with Ukraine, President Vladimir V. Putin of Russia has realized that the technocrats he appointed to oversee the Russian economy have become his most dependable allies. He has now chosen one of them, Andrei R. Belousov, with no military background, to serve as his next defense minister.

Mr. Belousov, 65, a lover of Rembrandt who often quotes Fyodor Dostoyevsky and Carl Jung, has stood out from his colleagues for years. While many technocrats have offered sound economic advice, they have also privately criticized Mr. Putin’s aggressive geopolitical tactics as risky for Russia’s financial future. In contrast, Mr. Belousov has remained loyal to Mr. Putin’s vision.

His appointment signifies Mr. Putin’s shift of focus towards the war effort, indicating deeper involvement of the Kremlin in mobilizing industry for the conflict. Mr. Putin described his new defense minister as a crucial coordinator for the evolving Russian military industrial complex during a recent trip to China.

Mr. Belousov’s economic philosophy emphasizes state intervention as the main driver of progress, diverging from the private business-centered approach of his peers. This view aligns closely with Mr. Putin’s perspective on defending Russia in the face of Western opposition.

Known for his accurate economic forecasts, Mr. Belousov joined the government in 2006 and has since played a key role in shaping Russia’s economic policies. Despite some controversial proposals, such as a windfall profits tax, he has made efforts to improve the business environment and boost innovation in the country.

As Russia grapples with the ongoing conflict in Ukraine, Mr. Belousov’s role in formulating national megaprojects to enhance industrial development has become increasingly prominent. While his approach may face challenges due to corruption and weak rule of law in Russia, Mr. Putin sees it as a way to build a strong foundation for the country’s future growth.

Mr. Belousov’s ideas may not be universally accepted, but they have captured Mr. Putin’s attention as he seeks to balance military needs with economic stability. The appointment of Mr. Belousov reflects the president’s strategy to support the military without jeopardizing the overall economy.
